3 Brantford councillors voted against 4.39% tax increase; but said hard work done on budget

Say what?  Talk about speaking out of both sides of one’s mouth.

If hard work had been done on Brantford, Ontario’s 2017 budget, the tax increase would be zero or less than 1.6%, the rate of inflation.

Another lame comment from Brantford city council:  “the budget process has been challenging because of issues beyond the city’s control.”

Are the following expenses beyond the control of city council?
