“Community living’s” quality assurance?

How do “community living” (a euphemism for organizations that care for people with developmental disabilities) agencies assure quality of life when professionalism is eroded due to an over reliance on part-time staff?

How do “community living” agencies assure quality of life when there too many group home staff changes in too short a time?  If you had a developmental disability, how would you like to get use to as many as seven new caregivers in three months?
