Let’s trade speeding credits

Ontario has a burning desire to implement a cap-and-trade scheme.  (It’s burning because it will burn a whole in the wallets of Ontarians.)  One can only conclude that Ontario’s Ministry of the Environment is unable to monitor and penalize polluters, e.g., emitters who exceed the carbon LIMIT.

It follows that the Ministry of Community Safety via policing services is unable to monitor and penalize speeders, e.g., drivers who exceed the speed LIMIT.

So, let’s start … wait for it … anticipation is always the best part … trading speeding credits.  Yes!
