Brantford-Brant boundary adjustment babble, part 2

If the fair city of Brantford, Ontario is on the presipice of a cataclysm because it’s running out of land;

if it’s rapidly using up existing land;

if it needs a boundary adjustment to get more land;

if it’s unable to grow because it doesn’t have enough land

why has the above chunk of land at Edmondson St. and Fairview Dr. (in the heart of the “wiggle-waggle;” which, by the way, should be a case study in Efficient Use of Land 101 for future urban planners) sat unused for years and continues to sit unused?
