To have a hiring freeze or not to have a hiring freeze?

A city that votes to implement a hiring freeze to get a grip on its spending deserves credit.  It deserves more credit if it’s an across the board hiring freeze—the fairest way.

Mr. David Hugman and Mr. Garry Goold tell us here why it’s a good idea for the City of Brantford’s 2015 budget and beyond.  In this case, half measures don’t work.
